Ad Valorem Tax In the Fall of 2003, Presiding Judge Scott Vowell of the Jefferson County, Alabama Circuit Court offered the Mediation Project an opportunity to expand the mediation services it had previously offered only in the Jefferson County District Court. Since that time, the Mediation Project has successfully mediated hundreds of ad valorem tax appeals for tax years 2003, 2004, 2005, 2006, 2007, 2008, 2009 tax appeals and is currently conducting mediations of the 2010 tax year appeals.
